Organisational perspectives propose that structural arrangements affect policy outcomes. Drawing on these perspectives, it is worthwhile to find out whether and how disagreements among public authorities create barriers to public sector adaptation and preparedness. As the literature on weather vulnerabilities and climate adaptation recommends increased public sector coordination, exploring the possibilities of governance can contribute to the improvement of lifeline conditions. Insights from a Norwegian case study suggest that the different mandates of responsible public authorities sometimes clash. Such clashes limit the abilities to sustain welfare and business conditions when avalanches and blizzards cause highway outages. The findings also show that governance might only partly improve public sector peril response measures, as there is rarely sufficient flexibility to consider specific interests or preferences, for example, to keep a highway open until a school bus or a freight delivery has passed.  相似文献

ABSTRACT

The value of coproduction—the joint productive efforts by regular producers, such as teachers, and consumer producers, such as parents, in helping children to learn—has been recognized for some time. However, strong empirical evidence of how these benefits can be achieved is scarce, and recent research has found mixed results. A new randomized field trial replicates elements of previous studies and extends them by using an additional age-appropriate outcome measure. Methodologically, the results illustrate the challenges of carrying out replication studies because when target groups change, outcome measures also often change. Substantially, the findings suggest that a government initiative providing parents with materials and information to enhance parents’ coproduction efforts can be extended to a broader target group of parents. Together, the findings illustrate how findings from single studies should be generalized with caution and the value of working systematically with replications and extensions.  相似文献

Ethnic diversity has been posed as a threat to social capital, but results from existing research are inconclusive. This study takes as its starting point that different aspects of social capital may be influenced differently by ethnic diversity and uses one specific welfare state context – Norway – to explore such variations. Analysing an original dataset, nine different measures are used to explore three dimensions of social capital in 61 communities in Norway, amongst the majority population and residents with immigrant background. The results suggest, first, a differentiated impact of ethnic heterogeneity on trust. Ethnic diversity is negatively associated with spatially bounded forms of trust, but not with generalized trust. Second, a negative association with traditional forms of voluntarism is found – albeit this latter relationship is much weaker than the former. Third, the results suggest that these relationships are fairly similar across different (immigrant) groups. Although residents with immigrant background typically express lower levels of generalized trust than the majority population, the relative differences between residents living in diverse or homogeneous communities are limited. Given its strong institutions Norway could be seen as a least likely case for studying the impact of ethnic diversity on social capital. On the one hand, effects are more limited than what has been found in studies from the United States. On the other hand, the fact that effects are found on community trust and volunteering indicates that this type of societal model can indeed be affected by ethnic diversification.  相似文献

Abstract Since 1989 the European Commission has attempted to harmonise rules governing EU takeovers as a crucial step towards the integration of Europe's capital markets. The article takes its starting point in the vote in the European Parliament in July 2001, which turned down a proposal for a Takeover Directive. Members of the European Parliament overwhelmingly voted according to national rather than party lines, which is unusual. The article develops an explanation for opposition to the directive, which emphasises differences between national systems of corporate governance. The outcome is asymmetric vulnerability, which means that the likelihood of a company becoming the target of an unwanted takeover bid differs depending on the nature of national incorporation. The article shows how national differences constituted obstacles to real reform within a context of arguments about how to create a level playing field.  相似文献

Ethnicity coding means that threat‐based views of ethnic minority members spur opposition to specific welfare programmes. To advance knowledge of the influence of political parties on ethnicity coding, we apply a dynamic approach. Longitudinal analyses show that: a) because right‐wing political parties persistently frame state pensions as benefitting native majority members, a perceived ethnic threat increases support for this welfare scheme, and b) a perceived ethnic threat reduces support for social assistance when right‐wing political parties frame it as favouring immigrants. Extending these findings, we show that opposition to immigrant welfare rights prompts electoral realignment, as left‐wing voters increasingly switch to right‐wing parties. More generally, political parties are capable of stimulating opposition to parts of the welfare state, including electoral mobilization against immigrant welfare rights. We utilize unusually rich mass‐level survey data from Denmark, covering a 25‐year period (1990?2015). The broader implications of our findings for theories of ethnicity coding, political elite persuasion, and welfare state development are discussed in the conclusion.  相似文献

Several European countries have mandatory employee representation on company boards, but the consequences for corporate governance are debated. We use employee representation rules in the otherwise quite similar Nordic countries (Denmark, Finland, Norway, and Sweden) to elicit information on shareholder preferences for employee representation and board size. We find that shareholders tend to choose board structures that minimize the proportion of employee representatives. In Denmark and Norway employee representation depends on board size, and shareholders choose board sizes that minimize the number of employee representatives. However, many companies have more employee representatives than is mandatory. In Sweden, where the law mandates a fixed number of employee representatives (two or three depending on firm size), shareholders choose to have larger boards. In Finland, where employee representation is not mandatory, <1 % of companies choose to have it. Whatever, the merits of employee representation, shareholders appear to be mildly averse to it.  相似文献

Immigrant students in Denmark on average perform worse in lower secondary school than native Danish students. Part of the effect may not stem from the immigrant students themselves, but from the student composition at the school. From a policy perspective, the latter aspect is quite interesting since it is more feasible to change student composition in schools than the socioeconomic status of the individual students. This article describes theoretically the circumstances under which total student achievement can be increased by reallocating certain groups of students. Empirical analyses of Danish register data of more than 40,000 students suggest that the gain in total student achievement by reallocating immigrant students is minor. The educational outcome of immigrant students can however, ceteris paribus, be increased, at minimal expense to the majority of native Danish students' educational outcome, by limiting the share of immigrant students at grade level at any one school to less than 50 percent. The policy implications of this finding are discussed.  相似文献

Party membership in Denmark has declined over the past two decades at the same time as different forms of more unconventional political behaviour have become more frequent. This analysis of the various modes of participation suggests that political participation is likely to become more status-based and protest-oriented, and that the system of participation has become more fragmented, especially among the young.  相似文献
